Tim Busch has been a dedicated leader in Washington soccer for decades, shaping the growth and development of the game at both the state and national levels. He began his journey in the sport as an adult player in Vancouver, WA, in 1976 before becoming a referee in 1978—a role he continues to fulfill today.

Tim Busch has been a dedicated leader in Washington soccer for decades, shaping the growth and development of the game at both the state and national levels. He began his journey in the sport as an adult player in Vancouver, WA, in 1976 before becoming a referee in 1978—a role he continues to fulfill today.

Since 1992, Tim has served as the President of the Washington State Soccer Association (WSSA), overseeing the state’s adult soccer landscape. Under his leadership, WSSA manages over 7,000 player passes across nearly 20 affiliated leagues. In addition, he is one of nine commissioners responsible for adult amateur soccer within the U.S. Soccer Federation. His lifelong dedication to officiating was recognized in 2012 when he became a lifetime member of the U.S. Soccer Referee Program.

At the national level, Tim is a member of the Elite Amateur Competitions Committee of U.S. Soccer, helping oversee high-level leagues eligible for grant funding. His contributions have been acknowledged with inductions into both the Washington State Soccer Hall of Fame and the USASA Region IV Hall of Fame.

Tim’s leadership extends to the Evergreen Premier League Washington (EPLWA), where he initially served as Vice President in 2014 before succeeding Peter Ostrovsky as League President. His extensive experience in soccer administration is complemented by a long career with Public School Employees of Washington, where he worked from 1989 until his retirement in 2022.

Through decades of service, Tim Busch remains a driving force in advancing adult amateur soccer, fostering opportunities for players, referees, and leagues throughout Washington and beyond.

John Crouch was a founding member of the EPLWA in 2014 and has recently returned to assist in competition and the overall look and feel of the league. John is the current commissioner and co-founder, the brother to EPLWA for indoor soccer, the Western Indoor Soccer League. John oversaw operations and business development for the Tacoma Stars professional team. He is also a soccer player, outdoor and fitness enthusiast and a native-born Washingtonian.

With over 21 years of officiating experience, Kelsey Harms began refereeing at the age of 14 and has worked across all levels of the game. She currently officiates professionally with PRO in all their leagues except MLS and serves as a Video Assistant Referee (VAR). Her assignments include USSF international friendlies, NCAA Division 1 collegiate matches, and professional men’s indoor games in the MASL.

With over 21 years of officiating experience, Kelsey Harms began refereeing at the age of 14 and has worked across all levels of the game. As a certified Referee Coach, Kelsey has spent the past decade mentoring officials from grassroots through regional levels. She is passionate about helping referees grow in confidence, skill, and professionalism.

With eight years of experience as an assignor, Kelsey has primarily assigned referees for men's semi-professional leagues within the state. Her goal is always to provide quality assignments that support referee development while meeting the needs of the game.

Kelsey believes that referees, coaches, and players are not on opposing sides but rather partners in making the beautiful game thrive.
